You will belong to

The Unit for Civil Preparedness and Rescue Services, one of the units in the Department for People and Society.

The unit consists of fifteen employees who together work with civil defense, crisis preparedness, accident prevention, as well as operational and security protection, information security, and signal protection. With us, you will be part of a team whose expertise is in demand both locally, regionally, and nationally.

Your tasks

The tasks are distributed between the two positions based on competence and experience:

  • Your tasks include contributing to developing the County Administrative Board's ability to lead and cooperate in everyday situations, during serious crises, heightened preparedness, and war, for example by developing methods and routines for situational awareness, leadership, and collaboration with actors at national, higher regional, and regional levels.
  • Your tasks will also include participating in the management and development of the authority's crisis management and war organization, for example methods for decision-making, situational reporting, staff methodology, as well as support and development of the function of duty officer in preparedness (TiB).
  • A key part of your tasks will be to coordinate planning, implementation, and evaluation of training and exercises internally and in collaboration within the county, the civil area, and nationally.
  • Your tasks will include working with risk and vulnerability analyses, capability assessments, and evaluations within crisis preparedness and civil defense.
  • Another important part of your tasks will be to identify development needs and coordinate or participate in planning and drafting plans within areas such as rescue services, protection of the civilian population, nuclear preparedness, and supply preparedness across various sectors. This also includes working strategically to create conditions for public-private and civil-military cooperation.
  • Your tasks will include representing the authority and collaborating with actors in various regional and national contexts.

The position may involve standby duty as a duty officer in preparedness.

Requirements for the position:

  • You have a university degree or other equivalent education relevant to the assignment.
  • You have experience from an administrative authority at local, regional, or national levels.
  • You have experience in coordination or leading projects, assignments, or processes.
  • You have experience in crisis preparedness, crisis management, or staff work.
  • You have basic competence in Microsoft Office.
  • You have a B driver's license.

Meritorious:

  • If you have education in crisis and conflict management, crisis preparedness, total defense, leadership, project or process management.
  • If you have experience in collaborating with and coordinating assignments involving multiple authorities and private actors, experience working with both local, regional, and national levels.
  • If you have experience in communication, training, lecturing, or similar.

As a person:

  • You are proactive, taking initiative, starting activities, and achieving results.
  • You are structured, planning, organizing, and prioritizing work effectively. You set and adhere to deadlines.
  • You are stable, remaining calm and controlled in stressful or pressured situations. You maintain a realistic perspective on situations and focus on the right things.
  • You have high collaboration skills, working well with others. You relate to them in a responsive and smooth manner. You listen, communicate, and resolve conflicts constructively.
  • You have strong problem-solving analytical skills, working well with complex issues. You analyze and break down problems into their components and solve complicated problems.

The employment is

Two permanent positions starting with a six-month probationary period. Start date by agreement.
